A regional shop in each of the major nations are only open when that nation controls that region through Conquest. This of course doesn't stop you from visiting another nation whom has control if they're not controlled by your home nation. I think that prices may vary though; depending on which nation has control and may be cheaper or more expensive. Source ~ Creative Uncut
